Max founded and leads Arq, setting the strategic direction and overseeing the research portfolio across AI governance, geopolitics, compute, state capacity, and AI resilience. He serves as a Board Director at Talos Network, and a member of the EU's Frontier AI Expert Forum.

Previously, at the Centre for Future Generations, Max led the Advanced AI programme, co-authoring AI Preparedness: Robust Policy Options for Europe and other flagship pieces. His work has been featured in Euractiv, Science|Business, TransformerNews, and other outlets. Earlier, he was CCO at the Giordano Bruno Foundation Switzerland and Deep Uncertainty Lead at the Odyssean Institute, working on horizon scanning and deliberative governance.

Max studied AI, engineering and policy analysis, philosophy, sociology, and cognitive science at the Universities of Delft, Radboud, FAU Erlangen-Nürnberg, and Freiburg.
